EU stainless steel cold-rolled flats importers relieved by anti-circumvention cases outcomes

The EC’s anti-circumvention probe involving stainless steel cold-rolled coil and sheets imports from Taiwan, Türkiye, and Vietnam ended with much less impact than anticipated.
On March 5, the European Commission (EC) unveiled preliminary findings from its investigation into the circumvention of anti-dumping (AD) and countervailing (CVD) duties against stainless steel cold-rolled sheets and coils (SSCR) from Indonesia via imports of the same products from Taiwan, Türkiye, and Vietnam, produced from Indonesian slabs and hot-rolled coils. Even though the investigation identified that some suppliers have indeed bypassed existing regulations, such practices were not prevalent among the primary producers.

The EC plans to impose AD on SSCR imports from Taiwan and Vietnam and CVD on imports from all three countries, but many exporting producers will be exempted from these duties. Hence, the announcement has been met with relief by importers, who anticipate continued access to key suppliers. The news might upset the European producers, though, who have been waiting for a demand recovery to increase sales and hoping for imports to continue staying out of their way as it has been in recent months.
